No, you don’t have to bleach them. Doesn’t sound like it’s something you want to do anyways.
What you can do is put a thin layer of a light colored concealer over them (a full coverage creamy concealer would work best) with a synthetic flat brush. Then brush the concealer through your eyebrows with a clean mascara spoolie (you can usually buy little packs of these at a beauty supply store) to spead it out evenly through your brows, and that should lighten them up and give you a good base so the shadow will stick and show up vibrant.
Something else you can try are the Anastasia Hypercolor Brow and Hair Powders. They come in 5 different colors, and they’re really pigmented, so you wouldn’t need a base on your brows. Though I still prefer to use a base, because I find that these colors fade quite fast when they’re used alone.
